Gambella Vision is writing to formally raise a serious complaint regarding the recent violence in Makot Kebele, located in Gambella Region, and the response of the security authorities assigned to protect civilians in the area.

Makot Kebele is a predominantly Nuer village situated a few kilometers from Banupdak Pond, which serves as a vital source of water, grazing land, and fish for the local community. Residents depend on this pond for their cattle’s drinking water and hay, as well as for fishing to support household food needs. The pond is geographically closer to Makot village than to neighboring settlements of the Anyuaks.

On Sarurday, 27/02/2026 or 21/06/2018 E.C, armed attackers entered the Banupdak Pond area and launched an assault on civilians from Makot Kebele. The confrontation lasted several hours. During this time, neither the Ethiopian National Defense Force (ENDF) nor the Ethiopian Federal Police were present to prevent or stop the violence.

As a result of the attack, numerous individuals were injured, and several are currently receiving medical treatment at Gambella Hospital in Gambella. The absence of timely security intervention raises serious concerns about the protection of civilians in this area.

When security forces eventually arrived, the primary recommendation reportedly given to the community was that residents should stop taking their cattle to the pond for water and grazing. However, no alternative solutions were provided regarding access to water, pasture, or food sources.

This response places an unfair burden on civilians and does not address the root cause of the violence or ensure future protection.

The community is deeply concerned about repeated attacks in this location and the apparent lack of preventative measures or accountability. There is also lingering fear due to previous incidents in which civilians were harmed without clear explanation or transparent investigation outcomes.

We respectfully request the following:

  1. An independent and impartial investigation into the recent attack.

  2. Increased and neutral security presence in Makot Kebele and surrounding areas.

  3. Clear measures to ensure safe access to essential resources such as water and grazing land.

  4. Public communication from security authorities outlining steps being taken to prevent future violence.

  5. Accountability for any individuals or groups found responsible.

The protection of civilians is a fundamental duty of the state. Communities must not be forced to abandon essential livelihoods due to insecurity.

We urge the relevant authorities to treat this matter with urgency and seriousness to prevent further loss of life and to restore trust in public institutions.
